To improve users' convenience by permitting the passage of gas to a gas flow passage when pressure rises to an abnormal pressure due to a rise in gas temperature while ensuring safety by shutting off the gas flow passage when the pressure rises to the abnormal pressure due to an abnormality in a pressure regulator of an upstream side gas pipe.SOLUTION: In a state of performing temperature change monitoring control (#01) of monitoring a variation with time of the temperature measured by a temperature measuring unit and also performing pressure change monitoring control (#02) of monitoring a variation with time of the pressure measured by a pressure measuring unit, a control unit performs pressure cutoff prohibition control (#07) of prohibiting pressure cutoff control if a first determination condition (#05) is satisfied that the pressure change monitored in the pressure change monitoring control is based on the temperature change monitored by the temperature change monitoring control in a determination period, which is a predetermined period until the pressure measured by the pressure measuring unit exceeds a cut-off determination threshold value when the pressure measured by the pressure measuring unit exceeds the cut-off determination value.SELECTED DRAWING: Figure 3
