PURPOSE: To prepare a hair conditioner composition having excellent hair protecting and finishing effects, by dissolving an anionic surfactant and/or a specific amphoteric surfactant and a quaternary nitrogen-containing polymer in a mixed solvent containing an alcohol and water at a specific ratio.

CONSTITUTION: The objective composition is prepared by dissolving (A) 0.05W5 wt% of an anionic surfactant (lauric acid TEA salt, etc.) and/or an amphoteric surfactant [an imidazoline surfactant or amideamine surfactant of formula I or II (R1 is 4W18C alkyl, etc.; R2 is 1W4C alkylene; R3 is R2 or OH-substituted alkylene; M is H, Na, K, etc.; G is anion] and (B) 0.05W5 wt% of a quaternary nitrogen-containing polymer (a quaternary N-substituted cellulose ester derivative, etc.) in a water-containing lower alcohol wherein the ratio of alcohol/water is 97/3 W50/50, pref. 95/5W65/35.
