PURPOSE: To provide a hair-tonic and hair-restorer agent composed of a hair- matrix cell activating agent in combination with carbon dioxide gas, exhibiting excellent hair-growing and hair-restoration activity and antidepilation effect, and capable of transporting the activating agent efficiently to the hair-matrix by the vasodilating activity of the carbon dioxide gas, and activating the function of the hair-matrix cell.

CONSTITUTION: A hair-tonic and hair-restoration agent containing preferably 0.001W5wt% agent to activate the hair-matrix cell is incorporated preferably 60ppm of carbon dioxide gas, and sealed in a pressure vessel to obtain the objective hair-tonic and hair-restoration agent having a pH of preferably ≤7, especially 4.5W6.5. In addition to the above effect, the combined use of carbon dioxide gas enables the decrease in the amount of the above activating agent having strong stimulation, and accordingly the continuous application of the agent to promote the above effect. Pleasant stimulation and massaging effect can be applied to the scalp by the foaming effect of the carbon dioxide gas, and the weakly acidic pH of the agent gives desirable effect to the skin.
