To provide: a head cleaning device that performs cleaning of a head that discharges recording liquid such as ink without using a member such as a blade abutting against the head and can easily determine the progress status of the cleaning of the head; and an image forming apparatus of an inkjet system that includes this head cleaning device and performs image forming by the recording liquid discharged from the head.
The head cleaning device uses: a member 37 which is imparted the recording liquid discharged from the head 61 in the state opposed to heads 61Y, 61M, 61C, and 61BK (hereafter, head 61) that have the nozzle members provided with the nozzles to discharge the recording liquid; a voltage applying means 33 that applies the voltage between the nozzle member and the member 37; and a cleaning determination means 40 that determines the progress status of the cleaning of the nozzle member based on the energizing status in the state to apply the voltage between the nozzle member and the member 37 by the voltage applying means 33.
