A heat insulation panel 1 is constituted so that one face 11 of its surface material 10 is filled with a foamed heat-insulating material 15, and the foamed heat-insulating material is filled between both side end members 20, 30 fixed to both side ends, respectively, of the one face of the surface material. One side fitting part 25 is provided in one side end member 20 of both the side end members so as to protrude outward from a side end face 12 of the surface material, the other side fitting part 35 is provided along the side end face of the one side of the surface material in the other side member 30, and the one side fitting part and the other side fitting part of the heat insulation panels adjacent to each other are fitted to each other in the panel thickness direction.
