To provide a heating system and a heating hot water system capable of improving the COP of a heat pump system by securing low temperature water in a lowermost part of a hot water storage tank.
The heating system 100 has the heat pump system 1, the hot water storage tank 2 storing heated hot water, a circulation circuit 4 circulating the hot water between the hot water storage tank 2 and a heating terminal 8, a determination part determining a heating load in the heating terminal 8, and a control part. In the control part, the heat pump system 1 is controlled by determining a degree of the heating load on the basis of outputs of a first temperature sensor 61 provided in the hot water storage tank 2, and a second temperature sensor 62 provided in a position higher than the first temperature sensor 61 by the determination part.
