A cover 3 includes an insertion part 17 capable of inserting a web packaging bag 2, and forms an opening part 14 smaller than an insertion port 18 at the front side in the insertion direction of the web packaging bag 2 to the insertion part 17. The web packaging bag 2 includes an outlet forming member 8 formed more strongly than the packaging bag body 4, and the outlet forming member 8 is fixed in the packaging bag body 4 by making an outlet 5 face a packaging bag opening 7. A holding structure is formed of a facing part 21, and the web packaging bag 2 comes in contact with the cover body 13 in at least a portion of the facing part 21. Also, a fixation structure for mutually fixing the web packaging bag 2 and the cover body 13 is formed in the facing part 21.
