Heating circulating water in independent operation of this bathroom heater 4 circulates in a circulating passage such as an expansion tank 7 → a circulating pump 9 → a hot water side coil 2B of a refrigerant to water heat exchanger 2 → the bathroom heater 4 (a thermal valve system 4A is an opening state) → a low temperature bypass thermal valve system 15 → the expansion tank 7 by operation of the circulating pump 9, and also circulates in a circulating passage such as the expansion tank 7 → the circulating pump 9 → the hot water side coil 2B of the refrigerant to water heat exchanger 2 → a low flow rate bypass passage 12 → the low temperature bypass thermal valve system 15 → the expansion tank 7 even at a low flow rate. Thus, heat is exchanged between indoor air and a indoor side heat exchanger supplied with the hot water via a hot water forward pipe 8A from a hot water unit 3, and the bathroom heater 4 heats the bathroom by supplying hot air in the bathroom.
