A dew formation preventing means has a constitution in which low moisture air is joined to a highly humidified air by releasing moisture from a moisture absorbing rotor 8, as a concrete example, in the ventilation passage for regeneration 21, a by-path passage 13 for connecting he upstream side and the downstream side of the moisture absorbing rotor 8 is provided and the air passing through the by-path passage 13 is used as a low moisture air.
