An environment control system 19 includes: ducts 20, 24; a block member 36 that adjusts air flow passing through the ducts; and first and second blowers 28, 30 where an evaporator 34 is disposed in a duct assembly and that blows out air across the evaporator. Moreover, the system has a controller 40 that determines a target air flow, a total target air flow, and a position of a block member, which are to be delivered to first and second cabin areas. A first ratio in the target total air flow to be delivered by the first blower is defined based on the first target air flow, the second target air flow, and the total target air flow. Furthermore, the controller controls the first blower to provide the air flow of the first ratio of the target total air flow and to move the block member to a predetermined position among a plurality of positions.
