Driving frames 8 composed of a pair of supporting arms 3, 3 in a U shape with the entire shape opened outwardly are radially provided on an output shaft 7 of a hydraulic turbine, one end of a driving plate 9 at free end of each driving frame 8 is supported removably and rotatably around a rotating shaft parallel to the output shaft, and on the other hand, a stopper 4 which engages with a side end edge parallel with the supporting arm of the driving plate is formed on the supporting arm 3 of at least one of driving frames 8, and torque is generated on the output shaft by the water current in a direction in which the driving plate 9 is pressed against the stopper 4, when the driving plate is engaged with the stopper.
