PURPOSE: To provide the communication terminal equipment in which terminal equipment of a participant desiring speaking can exercise the right to speak at any time without inquiry by a chairman terminal equipment as to whether there the exists a request for acquisition of general speaking right among the participant terminal equipment.

CONSTITUTION: When a request signal for acquiring general right to speak is sent from terminal equipment C and E to terminal equipment A, the right to speak is handed over to the terminal equipment C and E. When a request signal for acquiring general right to speak is sent from terminal equipment B and D to the terminal equipment A, the terminal equipment are registered in a storage part for standby terminal equipment list for general right to speak and when cancellation of the request for right to speak is sent from the terminal equipment D, the terminal equipment D is deleted from the storage part for standby terminal equipment list for general right to speak. When the terminal equipment B makes an urgent request to speak, the speaking right of the terminal equipment E is deprived and the speaking right is transferred to the terminal equipment B.
