PROBLEM TO BE SOLVED: To share a busy condition of an outside line accommodated in a VoIP gateway that does not comprise a function for notifying IP telephone terminals under control of the busy condition of the outside line, between IP telephone terminals under the control of the VoIP gateway.SOLUTION: Any one of a plurality of IP telephone terminals 1 under control of a VoIP gateway 3 is operated as an outside line condition management device 2 for collecting and reporting the busy condition of the outside line accommodated in the VoIP gateway 3 for all the IP telephone terminals 1 under the control of the VoIP gateway 3 including the IP telephone terminal 1 itself. When a call control message is received from the VoIP gateway 3 or an outside line operation is performed by an operator, an IP telephone terminal 1 transmits an outside line busy condition that is identified from the call control message or the outside line operation, to the outside line condition management device 2. Upon receiving the outside line busy condition, the outside line condition management device 2 updates the outside line busy condition being managed by the device itself, based on the received outside line busy condition, and notifies all the IP telephone terminals 1 under the control of the updated outside line busy condition.SELECTED DRAWING: Figure 1
