An IC card terminal 100, using the IC card 101 storing one or more of service programs processing the service requiring propriety confirmation of a card owner 102, one or more of individual identification numbers used for the propriety confirmation of the card owner and one or more of ciphered identification numbers for which the individual identification numbers are ciphered, is provided with an identification number input means 113 for inputting a first identification number, a card read/write means 110 for communicating with the IC card, and an arithmetic processing means 111 for generating a second identification number by deciphering the ciphered identification number read from the IC card by the first identification number, transmitting the second identification number to the IC card and normally performing the service in the case that the second identification number matches with the individual identification number inside the IC card.
