Abstract:

To easily detect whether or not electric power is generated by a consumer by an external system of the consumer.

A PCS 132 which stops a private power generator 131 from selling generated electric power to system electric power 101 when the system electric power 101 is abnormal includes: an artificial independent state creation section 112 which temporarily creates an independent operation state by artificial creation of an abnormal state of the system electric power 101; an electric power sensor 111 which detects an electric power selling state of the generated electric power of the private power generator 131 when the independent operation state of the PCS is artificially created by the artificial independent state creation section 112; and a control section 113 which controls the artificial creation of the abnormal state of the system electric power 101 by the artificial independent state creation section 112, and determines whether or not electric power is sold to the system electric power 101 by illegal electric power other than the power generation by the private power generator 131 on the basis of a detection state of the electric power sensor 111 in the artificial creation.
