To enhance a light emission efficiency and reduce a light radiation angle in an illuminating device having LED.
An LED chip 1 is mounted on a heat sink 7 in a case 4 for an LED illuminating device. The LED chip 1 is supplied with current through a lead frame 3 and a wire 2 from the external. The LED chip 1 is covered by sealing resin 5 having a fluorescent layer containing a needle-like fluorescent material 9, and a lens 6 for focusing light in a specific direction is disposed on the sealing resin 5. The needle-like fluorescent material 9 absorbs primary light from the LED chip 1 and emits secondary light. The aspect ratio of the needle-like fluorescent body 9 is set to 2 or more, and the major axis of the needle-like fluorescent material 9 is oriented in the thickness direction of the fluorescent layer. Accordingly, an illuminating device having a high light emission efficiency and a small light radiation angle, that is, excellent directivity is provided.
