PURPOSE: To obtain an image communication terminal equipment capable of performing flow control between data terminals without generating a problem even when the data terminal connected to the image communication terminal equipment performs the flow control on both software and hardware.

CONSTITUTION: The image communication terminal equipment 2 which transmits an image, a voice, and data for data terminal via an ISDN is provided with a flow control managing means 9 which converts flow control information outputted from the data terminal 16 to data transmittable to the ISDN 1 and transmits the flow control information received from the ISDN to the data terminal 16 via the hardware when the data terminal 16 performs the flow control of the hardware (RS/CS control). When the data terminal performs the RS/CS control, the flow control information transmitted on an RS signal line is converted into an Xon code or Xoff code, and is transmitted to the ISDN, and when the Xon code or Xoff code is received from the ISDN, the information of them are transmitted to the data terminal via a CS signal line.
