PURPOSE: To shorten transmission time by letting transmission/reception parts have frame memories and switching devices, respectively, in addition to frame memories they have, respectively.
CONSTITUTION: In this image encoding/transmitting device, a transmission side has afresh a frame memory 1, a control circuit 2 and a switching device 3, and a reception side has afresh a frame memory 4, a control circuit 5 and a switching device 6. Therefore, an identical image for one frame is stored in a transmission/reception part. When refreshing operation is requested, a predicted value is read from the frame memory provided afresh, so refreshing information alone is transmitted to the reception part, dispensing with the necessity of transmitting an image for one frame again to the reception part. Thus, the content of the frame memory of transmission/reception can be refreshed in a short period of time.
