To suppress occurrence of ghost in a laser printer.
An image forming apparatus includes: a photoreceptor drum 11 including an under-coat layer (DUC) 11b and a photosensitive layer 11c formed in sequence from a cylindrical metallic base member 11a toward the outside; a charging roll for charging the entire outer circumferential surface of the photoreceptor drum 11 at a specified potential; a raster scan unit for exposing the photoreceptor drum 11 changed by the charging roll; and a CPU for controlling an operation related to image-forming. Further, the under-coat layer (DUC) 11b formed on the photoreceptor drum 11 is set at a resistance value so as to suppress a positive ghost within a specified reference; and the CPU causes the charging roll to charge the photoreceptor drum 11 in advance of the image-forming and then causes the raster scan unit to expose the entire outer circumferential surface of the photoreceptor drum 11.
