To provide an image forming apparatus which prevents an uneven image to improve image quality.

An image forming apparatus has a system speed of 400-2000 mm/sec. An intermediate transfer belt includes a base layer and an elastic layer. A thickness of the elastic layer is 200-2000 μm. The elastic layer includes a layer formed of a spherical resin particle on a surface side opposite the base layer. The spherical resin particle contains a silicone resin particle. Volume average particle diameter of the silicone resin particle is 0.5-5.0 μm. The base layer contains resin and an electric resistance adjustment agent. The electric resistance adjustment agent has surface resistance of 1×10⁸-1×10¹³[Ω/sq], and volume resistivity of 1×10⁶-1×10¹²[Ωcm]. Toner contains a charge control agent, a base particle, and an external additive. The content of the charge control agent with respect to 100 parts by weight of the base particle is 0.2-5 parts by weight. Particle diameter of the external additive is from 2nm to 2 μm.
