To provide a technique which generates an output image on which a situation in a photographed image is reflected while protecting privacy.SOLUTION: Acquisition means acquires a candidate background image used as at least a portion of a photographed image for extracting a region of a foreground object from a photographed image on the basis of a luminance value of the photographed image imaged by imaging means. Generation means generates an image of a partial region in the background image by using the acquired candidate background image, and executes first generation processing of generating an image of a region other than the partial region in the background image on the basis of the photographed image. Extraction means extracts the region of the foreground object from the background image generated by the first generation processing and the photographed image. Combining means generates an output image by combining a mask image obtained by abstracting the extracted region of the foreground object with a prescribed image.SELECTED DRAWING: Figure 2
