The device determines whether or not an image area consisting of a plurality of pixels in the input image is a specific image area composed of the pixels indicating the specific object, and comprises an image area setting means for setting a first image area that is one area of image areas adjacent to each other and a second image area that is the other area thereof (S120); a specific image processing means for applying specific image processing to the second image area; a degree of similarity evaluation means for evaluating the degree of similarity between the second image area with the specific image processing applied thereto and the first image area with no specific image processing applied thereto (S120); and a determining means for determining that the first specific area is the specific image area when the degree of similarity is equivalent to a determination criterion or more (S130).
