Abstract:
PROBLEM TO BE SOLVED: To eliminate the need for de-framing or data compression or the like in the case of recording a moving image to a recording device at a low recording rate.
SOLUTION: A moving video signal (a) is inputted from a video signal input terminal T1 for N times. A recording device 3 is a recording device at a lower recording rate than a rate of a video signal such as a hard disk. The received video signal (a) is divided into N blocks by devices shown in dotted lines in figure. Every time the video signal (a) is received once, a gate circuit 1 is controlled so that the video signal of one block is recorded by the recording device 3.
