A power supply cutoff circuit 24 is provided between a boosting transformer 23 and the switching element Q1 and a DC power supply 21. A charge control section 31 puts the power supply cutoff circuit 24 into a conductive state, to start the switching operation of the switching element Q1, so that the charging operation of a main capacitor C1 is started and after that, puts the power supply cutoff circuit 24 into a cutoff state, to cut off the supply of power from the DC power supply 21 to the switching element Q1, when it is not detected that the main capacitor C1 is in a fully charged state by a full charge detection section 33, within a fixed time.
