To provide a long-life industrial cutter at low cost by forming a nitrided layer with the thickness of a specific value or above on the surface of a material made of a steel product containing a specific quantity of chromium, and forming a coating layer of TiC, TiN or TiCN with the thickness from several μm to ten and several μm on its surface.
A nitrided layer 3 and a coating layer 4 are formed in this order on the surface of a base material 2 made of a steel product. High-speed steel or alloy tool steel containing chromium of about 3 wt.% or above is preferably used for the steel product forming the base material 2, and chromium of about 5 wt.% or above is preferably contained. When the content of chromium is less, sufficient hardness as a cutter is rarely attained. The nitrided layer 3 is a diffusion layer, and its thickness is about 20 μm or above, preferably about 20-30 μm. The coating layer 4 is a hard coating layer of TiC, TiN, or TiCN, and its thickness is normally about 3-5 μm.
