To identify the factors of deterioration in communication quality.SOLUTION: An information processing unit 100 includes: an acquisition part 130 to acquire at least two of a transmission output in normal times, a base station transmission output, an electric field strength in normal times, a mobile station electric field strength, the number of errors in normal times and the number of mobile station errors; and a control part 140. When the transmission output in normal times and the base station transmission output are acquired, the control part 140 determines that a failure occurs in a base station 200 if a difference between the transmission output in normal times and the base station transmission output is calculated and the calculated difference is equal to or more than a threshold. When the electric field strength in normal times and the mobile station electric field strength are acquired, the control part 140 determines that a failure occurs in a mobile station 300 if a difference between the electric field strength in normal times and the mobile station electric field strength is calculated and the calculated difference is equal to or more than a threshold. When the number of errors in normal times and the number of mobile station errors are acquired, the control part 140 determines that there is a disturbing wave between the base station 200 and the mobile station 300 if a difference between the number of errors in normal times and the number of mobile station errors is calculated and the calculated difference is equal to or more than a threshold.SELECTED DRAWING: Figure 3
