To electrolyze an electrolyte to obtain injection water in which free hydroxide ions and dissolved hydrogen are contained by removing the electrolyte or the like by an impurity removing means, performing purification by a superprecision filtration method, and performing sterilizing treatment by a sterilizing means.
In an electrolyzer 1, a cathode 2 and an anode 3 of inert electrodes are arranged, and between them, a diaphragm 4 is installed, and a DC applied current is caused to flow from a DC power source 5 to between both the electrodes, thereby electrolyzing electrolytic solution 6. Electrolytic formed liquid 8 electrolyzed on the anode side flows out from an outlet 8a of the electrolyzer 1. On the other hand, electrolytic formed liquid 7 electrolyzed on the cathode side contains free hydroxide ions and dissolved hydrogen and flows out from an outlet 7a of the electrolyzer 1. The electrolytic formed liquid 7 on the cathode side gets rid of electrolyte or the like by an impurity removing means 31 and furthermore, it is purified by an superfiltation device 32 and is subjected to sterilizing treatment by a sterilizing means 33 to enable producing injection water 30 containing electrolytic formed liquid at least containing free hydroxide ions.
