PROBLEM TO BE SOLVED: To obtain an inorganic water permeation preventive having such a low viscosity as to permeate into pores into which water permeates and excellent in weatherability, incombustibility, and heat resistance, and having strong adhesion to a base material.
SOLUTION: The one-component inorganic water permeation preventive which exhibits water repellency by forming a very thin film on the surface of a silica particle and contains a component to react with the surface of a base material to bond therewith is manufactured by mixing an aqueous solution of lithium silicate with a spherical silica sol to prepare a solution A as the first solution, mixing an aqueous solution of aluminum phosphate with a spherical silica sol to prepare a solution B as the second solution, then mixing the solution A with the solution B to prepare a reaction solution, adding a reactive dimethylsiloxane aqueous dispersion emulsion as a methylhydrogenpolysiloxane emulsion to this reaction solution, stirring the resulting mixture with the use of a disperser at 1,000 rpm for five minutes so as not to cause foaming. The viscosity of this inorganic water permeation preventive is as very low as 2 mPa s.
