The cheesecloth 5 is stuck to the woven fabric side of the back surface of the synthetic leather made of the polyurethane and then, the soft polyurethane foam of an intermediate layer material 3 is piled up and stuck. Further, the soft material of nylon tricot is stuck as a back material 4 and an instep cover material constituted of the four layers of a surface material 2, the cheesecloth 5, the intermediate layer material 3 and the back material 4 is obtained. The thin, light and non- stretching cheesecloth 5 not to be affected by the softness of the surface is inserted between the surface material 2 and the intermediate layer material 3. Thus, even though the surface of this instep cover is the material provided with the softness, vertical wrinkles are not generated on the inner side and outer side of the instep cover even when it is hung in the state of being pulled to a rear part at the time of hanging the instep cover into a last at the time of sewing or after sewing, the instep cover is not contracted even at the time of being detached from the last and the generation of the wrinkles is prevented.
