The insulation film for the organic EL element and the organic EL element having the insulation film is composed of the photosensitive resin compound containing polyether group resin having repeating units expressed by general formula (1). In formula (1), A denotes a 1-10C divalent alkylene group, -SO2-, -SO-, -S-, -O-, or -CO-, a and b are an integer of 0 to 4 independent from each other, m is an integer of 0 or 1, n is an integer of 1 to 3. R1 to R6 independently denote either of hydrogen atom, 1-8C alkyl group, or halogen atom, wherein, at least one of R1 to R4 is a group other than hydrogen atom.
