In radio base stations 1-3, power of a user terminal during communication in a cell and interference wave power of the cell are measured respectively in a reception power measurement circuit 13 and an interference wave power measurement circuit 14, and power for each frequency within a reception band is recorded together with time information and notified to the radio base stations of peripheral cells. In the radio base station 1 of a cell C1, the notified information of the frequency/time of the interference wave power of a cell C2 and a cell C3 and the information of the frequency/time of reception power of each user terminal received in the cell C1 are compared to investigate correlation in a correlation circuit 15, and when a highly correlated user terminal is found, power control signals are generated in a power control signal generation circuit 16 and transmitted by a transmitter 12. The user terminal inside the cell C1, a user terminal 4 for instance, lowers the transmission power of a transmitter 22 when power control signals are detected in a power control signal detection circuit 23 after passing through a receiver 21.
