A message created by an end user U is transmitted from a user terminal 2 to an administrative server 1 of an information providing enterprise K for distributing information which becomes an object of a topic in the message after being added with identification information specifying the said information, an operator terminal 3 of the information providing enterprise K transmits a response message which is created based upon the said message acquired from the administrative server 1 and the said identification information and is corresponding to the said message to the administrative server 1, and the user terminal 2 receives the response message and displays the message on a screen.
