An IP phone management section 23 registers address information of an IP phone terminal, the address information being related to its own machine, an IP protocol monitor section 25 acquires the IP protocol via a communication means 30 to monitor a communication state of the registered IP phone terminal (related IP phone terminal). While the section 25 monitoring the communication state, a prior acquisition-destination call-origination control section 183 stores address information of an opposite terminal to which the related IP phone terminal makes a call to a RAM 17, and makes a call by using the address information having been stored in the RAM 17 on the basis of a manual transmission start operation by an operation/display section 12 after the communication between the IP phone terminal and the opposite terminal is established.
