Abstract:
PROBLEM TO BE SOLVED: To provide an Internet phone communication system by which a user can revise the utility charge to be paid for an ISP(internet service provider) depending on the quality of voice within a time when the user utilizes, the Internet phone so as to establish the charging in matching with the service quality thereby eliminating the impartiality for the utilization of the Internet phone and to provide a charging method by the Internet phone.
SOLUTION: A voice quality monitor 9 of this invention is provided with a monitor 11 that monitors voice on a telephone line at a speech, a timer 14 that measures an elapsed time after the start of the speech, and a decision circuit 12 that compares the voice quality outputted from the monitor 11 with a preset threshold, allows the timer 14 to interrupt the measurement of the elapsed time inbetween when decision indicates that the voice quality is the threshold or below, and allows the timer 14 to restart the measurement of the time when decision denotes that the voice quality is more than the threshold.
