PROBLEM TO BE SOLVED: To provide an issuing device management system for properly managing software version, a control terminal, a control terminal program, a management device, and a management device program.SOLUTION: A control terminal 4 includes: an information transmission unit 43 which acquires unit information of units that execute issuing operation, from a card issuing device which executes card issuing processing, to be transmitted to a management server 1; and a processing control unit 46 which permits processing in the card issuing device, on receipt of permission data from the management server 1. The management server 1 includes: a data specifying unit 12 which refers to a unit information storage unit, on the basis of the unit information received from the control terminal 4, to specify software version information; and a data transmission unit 13 which transmits permission data for permitting processing in the card issuing device when the specified software version information coincides with the software version information included in the unit information received from the control terminal 4.SELECTED DRAWING: Figure 2
