A job log collection part 101 collects and saves job logs held in a copying machine 10 to a job storage part 104 in cooperation with a job log management program of the copying machine 10. A user change history formation part 102 determines whether each user's department is changed or not within the range of newly collected job logs in reference to a personnel database 107, creates, for a user with the change, a user change history including user identification information, addition date and department information after the change, and saves it in a user change history storage part 105. A job log tabulation part 103 classifies the job logs in the jog log storage part 104 to each user's department in reference to the user change histories in the user change history storage part 105, and tabulates the job logs for each user's department.
