To provide a license plate with a responsor and a vehicle management system by which the illicit replacement of an on-vehicle responsor to specify a vehicle is easily visually known from the outside when the responsor is replaced.

The license plate is provided with a plate main body 3 on the surface of which a registration number to specify the vehicle 1 is written and a non-contact electronic module 4 to be installed on the plate main body 3, to receive a signal to be transmitted from the outside of the vehicle 1 by radio and to transmit an information signal to specify the vehicle to the outside by radio in respondence to the signal. Thus, the vehicle is electronically and simply identified since information to specify the vehicle is transmitted by radio by the electronic module 4 and traffic analysis, etc., is executed conveniently and over a wide range based on the registration number on the plate main body and vehicle information stored in the electronic module.
