To provide a light control film or the like having characteristics, such as suppression of the scattering of external light, a wide viewing angle and brightness uniformity, and capable of being configured by a small number of scattering films.
A light control film (1) includes two light scattering films (2, 4) laminated on each other. Each light scattering film has incident angle dependency for a haze value and also has deflection angle scattering properties having a light incident angle and the central angle of an outgoing angle range of scattered light different from each other. In two light scattering films, the center of the range is positioned on the side opposite to an axis of incident light and furthermore parts of the outgoing angle range are laminated so as to be overlapped on each other.
