To provide a light controller capable of setting a main light emission quantity with the small number of preliminary light emitting times, and to provide a camera using the light controller.

The light controller of a system for preliminarily emitting light before the main light emission required at photographing includes: a light control module 13 having a multi-division photometry sensor for obtaining photometric information on a plurality of ranges in a photographing viewing angle, with a sensitivity set for every range; and an AF module 14 for obtaining range-finding information corresponding to each range divided by the multi-division photometric sensor of the light control module. The sensitivity of each range of the multi-division photometric sensor of the light control module at the preliminary light emission is calculated while referring to the object brightness under normal light and the guide number of the flash at the preliminary light emission based on the range-finding information obtained by the AF module.
