To provide a light emitter which can be easily manufactured, which has high coupling efficiency with a light source, and which can introduce desired quantity of light to a place where a light hardly reaches directly, and to provide a method for decomposing or sterilizing contaminant using the light emitter and a method for purifying a liquid or gas using the light emitter.
In a light emitter comprising layers of a first member 11 interposed by a second member 12 having a refractive index lower than that of the first member, the light emitter is provided with a light-scattering portion 13 which scatters light in the layering direction of the first member 11 and the second member 12. The light-scattering portion 13 is disposed locally. Alternatively, a film comprising a photocatalyst is disposed on the surface of the second member 12.
