To take external light into a room while scattering the light using a translucent blind, to reduce power consumption of an illumination device without increasing power consumption of air conditioning, and to make the inside of the room dark by shielding the light.
A translucent base material 12 is used for a slat or a screen of a blind, and a heat ray shielding and light scattering sheet is prepared as the slat or the screen by providing a light scattering layer 13 and a heat ray shielding layer 16. This is combined with an illumination device 40 with automatic illuminance control, thereby reducing power consumption. Further, a light shielding slat and the heat ray shielding and light scattering slat are combined to make the inside of a room dark.
