To visually display/monitor a power consumption due to lighting at a fixed time cycle while using a monitoring area as a unit.
A plurality of lighting circuits L1-Ln are combined one by one or optionally so that a plurality of monitoring areas M1-Mm are summarized in a table. A relationship between a light regulation ratios of the respective lighting circuits L1-Ln and power consumptions is summarized in a table. Timing for collecting the flickering condition and the lighting regulation condition of the respective lighting circuits L1-Ln is set by a timer setting part 14. From the flickering conditions and the light regulation conditions of the respective lighting circuits L1-Ln collected in the set timing, a power consumption computing part 15 computes power consumptions of the respective lighting circuits L1-Ln on the basis of the lighting regulation characteristic table 13. From the power consumptions of the respective lighting circuits, power consumptions of the monitoring areas M1-Mm are computed on the basis of the monitoring area table 12. The computed power consumptions of the respective monitoring areas M1-Mm are displayed in the display part 16.
