The resin impregnation layer 3 includes two or more sheet-like base materials 31 in which a laminate in which a nonwoven cloth, a reinforcement material comprising a reinforcement textile material and the nonwoven cloth are superimposed in this order is entangled by mechanical cross-connection processing. Moreover, the two or more sheet-like base materials 31 are arranged to be superimposed in a thickness direction, and are formed so that the thickness sum of the nonwoven clothes located between the reinforcement materials in the resin impregnation layer 3 may be thicker than the thickness sum of the nonwoven cloth located in the inner most peripheral side and the nonwoven cloth located in the outermost peripheral side in the resin impregnation layer.
