Furthermore, this link traveling time prediction method has a procedure 270 to predict a link traveling time in the next period for calculating the prediction execution time link congestion level or prediction destination time link congestion level of the prediction target link, and output a link traveling time to be calculated by using the prediction method selected as the optimal predicting procedure in the link, the prediction destination time width, prediction execution time link congestion level or the prediction destination time link congestion level as a prediction value.
