A management server is provided with a map storage part for storing second time information in advance, and a locating part for determining whether or not the first time information matches the second time information when receiving the first time information, calculating the prediction bit rate of video data when determining that the first time information does not match the second time information, and calculating the predicted time of video data based on the calculated predicted bit rate, and is configured to generate and transmit an extraction instruction for extracting partial video data to be reproduced from the prediction time from the video data. A storage server is provided with a storage part for storing the video data, a generation part for acquiring the partial video data based on the extraction instruction, and a storage control part for receiving the extraction instruction from the management server or transmitting the partial video data to the terminal.
