Underpants 1 is made by the following process: an annular outer rubber band 2 made of elastic braid, band form woven or knitted rubber having a vertical band width of 15-40 mm and an annular inner rubber band 3 made of elastic braid 5-30 mm wider than the outer rubber band 2 are superimposed on each other with their bottom edges aligned so that the outer rubber band 2 and the inner rubber band 3 represent the outer side and the inner side respectively; the respective lower parts of both the rubber bands 2 and 3 are sown, using threads 5, on the waist part 4a of an underpant body 4; wherein at least the upper half range of the outer rubber band 2 is not sown on the inner rubber band 3.
