In the maintenance monitoring system, a maintenance monitoring server 305 for monitoring a base station 301 and a gateway 302 is connected to a maintenance monitoring network 308, the position information of the existing base station and a setting parameter are managed by a management DB 23, a receiving means receives the position information of a base station which is newly installed as coordinate data of a GPS receiver 11 of the base station, the existing base station in which interference is generated is determined on the basis of the position information received by an initialization parameter calculating means, and the position information of the existing base station stored in the management DB 23, an initialization parameter in which interference with a transmission signal of the existing base station is not generated is calculated on the basis of the setting parameter of the existing base station, and a distributing means distributes the initialization parameter to the radio base station which is newly established.
