An image processor 24 inputs photographed images obtained by cameras 22a, 22b of a stereo camera unit 21. The image processor 24 detects a characteristic part of the three-dimensional monitoring area of a set target in the photographed image. The image processor 24 acquires three-dimensional information of the characteristic part based on the information on the detected characteristic part, and sets the three-dimensional monitoring area. After the normal operation of the escalator 1 is started, the image processor 24 detects the position of a passenger by analyzing the photographed image. The image processor 24 detects the presence/absence of inclination as a passenger's behavior based on the preset three-dimensional monitoring area in the photographed image and the service information of the escalator 1.
