To realize a high system availability with reduced equipment investment cost by effectively taking measures for a dead zone where no sufficient receiving quality is obtained, with taking account of the utilizing condition of the zone.
The management apparatus SM connectable to broadcast receivers MS1-MSn over a communication network W is provided. It collects detection data of the positions of the receivers MS1-MSn and detection data of the receiving quality at the positions by polling one after another from the receivers MS1-MSn, calculates the mean receiving quality and the number of users per zone (point) based on the collected position data and the receiving quality data of the receivers MS1-MSn, classifies the calculated mean receiving qualities and the numbers of users at the zones (points), and superposes and shows a display pattern corresponding to the class on map data.
