Manufacture of a clutch facing preliminary molded product comprises a first process wherein a given amount of a clutch tape 13 is wound around a shaft; and a second process wherein the clutch tape 13 wound at the first process is expanded in the direction of an outer periphery to a desired outside diameter. In a clutch tape winding machine 30 to wind the clutch tape 13 and manufacture a clutch facing preliminary molded product, the clutch winding machine is provided with a shaft 2 which the clutch tape 3 is wound and an outer frame 3 to specify the outside diameter of a clutch facing preliminary molded product. After the clutch tape 13 is wound around the shaft 2, the shaft 2 is rotated and the clutch facing preliminary molded product is expanded to the outer frame 3.
